Collective Bargaining:   UTE held three Telephone Town Hall meetings with the members to discuss the current state of collective bargaining - two in English on June 2 and one in French on June 3. We had great participation by the members in all three of these teleconferences. The bargaining team representatives who were present on each call explained our position and answered numerous and varied questions from the members. The Locals were asked to plan some activity in support of the team by the end of June that was tailored to their individual needs and realties. The Locals across the country responded with diverse and creative activities that showed great support for the team. Many thanks to each and every Local for their continued efforts in this regard.  There were also a large number of emails sent to the Commissioner by the membership requesting that CRA return to the table and negotiate. In addition, a large number of grievances were filed that are working their way through the system in response to the bargaining communication sent by management to all employees of CRA. 

We must continue to support the team and keep relaying to management that we are not willing to roll over.

POLITICAL ACTION:  As you are aware, the UTE Triennial Convention approved a budget for political action geared towards the next federal election. To this end, I tasked the Political Action Committee with developing an action plan to engage the membership. The Committee should be congratulated on the job that they did in creating radio advertisements, post cards and wrist bands to inform our membership on the importance of voting on October 19th, and the provision of information.

ELECTION OF ALTERNATE RVP ATLANTIC- Following the resignation of Sister Dawn Hardy, the National Office conducted an election process for the position of Alternate Regional Vice-President-Atlantic Region.  Congratulations to Brother Brian Oldford who was elected by acclamation and many thanks to Sister Hardy for her dedication to this office as well as to the members of UTE over the years.

HISTORY OF UTE: We have engaged the Workers’ History Museum to produce a book and a video on the History of UTE. Both projects are on track and the book has progressed to the editing stage. We are still anticipating completion and release in the late winter of 2016.

NATIONAL OFFICE STAFFING:   We have staffed two positions in the National Office. We welcome Brother Mathieu Juneau as a Labour Relations Officer and Brother Liam Merrigan as the Assistant Finance Administration Officer.  

AGMS: The AGM season is starting up again in some regions. Once again, we would ask the Locals to coordinate their AGMs with other Locals in the same region to facilitate travel by our National Officers and to ensure a National Officer presence at every AGM.  All requests for National Officers should be done through the National President so that we can make sure that all of your requests are met and we do this in a manner that will best serve the membership.

Meetings with CRA:   Due to the deteriorating relationship with CRA management and the current state of your contract negotiations, UTE nationally will continue to not participle in the Union/Management Consultation Committee meetings until a fair Collective Agreement is reached.  We do continue to meet with the CRA when required to ensure our legislative responsibilities are met. We continue to represent our members.

WEB/COMMUNICATIONS:

We continue to update our new website.  The RVP grievance system has been converted and is operational.  As part of the website project, we chose to only convert the last few years’ worth of content.  We have had requests for older content as some of you are using the website for reference purposes.  Over time we will be converting all of the old content and putting it on the website.  If there is something you need now, let us know and we will get it for you.  The new site has a section that is similar to the old “For Locals” section, except that instead of one general login that everyone uses, everyone who needs access (local, regional and national executives) will require their own username and password.  Please contact Susan Duncan with your name, personal email address, and local (where applicable) and she will set up your account, if you have not already done so.

INFORMATION TECHNOLOGY:

All IT systems have been running well. Regular software maintenance of internal computers and servers was performed. We upgraded the video equipment in the main boardroom at the national office. We purchased new Apple iPad Air tablets for the RVPs.

Since our last Executive Council meeting, fifty-eight (58) grievances, other than classification, were received at the National Office.

During the same period, fifty (50) grievances were presented dealing with a variety of issues.  In this quarter, five (5) grievances were withdrawn and we received thirty-three (33) grievance replies from CRA, all of which were denied.

[1] Grievor was originally identified by the CRA as being an employee of Shared Services Canada (SSC) at time of grievance.  Employee has been confirmed as an SSC employee and the grievance is held in abeyance at the request of the grievor pending changes to the SSC classification system.

INDEPENDENT THIRD PARTY REVIEWS (ITPRs)

During this quarter, one new ITPR was received in the National Office concerning staffing.

One application for judicial review of a decision from a previous quarter is still pending at the Federal Court.  No date for a hearing has been scheduled yet.

There are currently two (2) staffing ITPRs in our inventory requiring representation by the National Office. 

During the last quarter, five (5) ITPRs were presented before a Reviewer.  All five (5) ITPRs were allowed.

Settlement discussions are underway concerning one (1) of the two (2) outstanding ITPRs.

CRA POLICY REVIEW GRIEVANCES

Currently there is one CRA Policy Grievance in our inventory pending a hearing at the third level.
