MORNING SESSION

1. CALL TO ORDER OF THE REGULAR MEETING

The meeting was called to order at 9:00 hours.  President Betty Bannon was in the Chair. In attendance: Bob Campbell, Denis Lalancette, Pamela Abbott, Terry Dupuis, Nick Stein, Doug Gaetz, Robin Johnson, Chris Aylward, Sabri Khayat, Jean-Pierre Fraser, Pierrette Labrie and Shane O’Brien.

Brothers Bergeron and Crupi were absent with permission.

14. COLLECTIVE BARGAINING

A short discussion took place.

15. AMENDMENT TO REGULATION NO. 27.2

Whereas not all members who take a temporary excluded position return to their substantive position but in fact could return to another position that is part of the bargaining unit;  and

Whereas Regulation 27.2 is not clear and could lead to misinterpretation.
 
Be it resolved that Regulation 27.2 read as follows:

Members who occupy Managerial or Confidential excluded positions on a temporary basis shall relinquish all union positions until such time that they return to a UTE Bargaining Unit position.

16. TRAINING COURSE ON HOW TO USE SOCIAL MEDIA

WHEREAS the rise of the NDP in the last Federal Election was won with the help of Social Media; and

WHEREAS unions across Canada as stated at the CLC Convention use Social Media to get their message out to their members; and

WHEREAS UTE have a number of Presidents that are not trained in the use of Social Media.

BE IT RESOLVED THAT UTE at a soon to be held Presidents’ Conference, run a training course for all Presidents on how to use Social Media and to be advised of the benefits and pitfalls of using Social Media in their locals.

17. FUNDING TO BRAD FERADAY FOR HIS ELECTION CAMPAIGN FOR PSAC ALT. & REGIONAL EXECUTIVE VICE PRESIDENT POSITIONS

The motion was withdrawn by the mover.

18. DONATION TO THE COMMUNITY AND TOWN OF GREAT SLAVE LAKE – ALBERTA

Be it resolved that UTE donate $5000.00 to the Community and Town of Great Slave Lake In Alberta to help them rebuild.

That the motion be referred to the President to conduct further research as to whom the donation should be made.

19. DONATION TO MONTÉRÉGIE – QUEBEC

The meeting was called to order at 9:00 a.m. with Sister Bannon in the Chair.

Brother Crupi asked permission to add PSAC June 7th Campaign as item 9 under Open Discussion.

11 i) REPORT OF THE HARASSMENT COMMITTEE

That the report of the Harassment Committee be adopted.

Recommendation #1. The Harassment Committee recommends that when a member alleges harassment and seeks union representation, that as a member’s advocate, we advise the member to file a grievance only. The union will request to the employer that the grievance be transmitted to the 3rd level of the grievance process and held in abeyance pending the outcome of the Employer’s Harassment Complaint process.

Recommendation #2.  The Harassment Committee recommends that UTE enter into discussions with the employer to inform them of our position as outlined in Recommendation #1. In addition, these discussions should further advocate our position that all harassment complaints remain the responsibility of the ML01 (Assistant Commissioner).

OPEN DISCUSSION

The Council members discussed the items under this section.  They also drew lots for the seating plan for delegates at Convention.
