Bargaining Update: Mediation Continues

Recently there has been considerable media coverage about PSAC's canceling of negotiations scheduled with Treasury Board this week over Bill C-59. While C-59 represents an attack on collective bargaining rights and gives the government the ability to make unilateral changes to sick leave, CRA is not covered by the legislation, and the Agency has made no sick leave proposals for this round of negotiations. As a result we will be meeting with the Agency this week as planned.

Budget bill violates collective bargaining rights, legislates sick leave

The government tabled its Budget Implement Act (Bill C-59) today that attacks the collective bargaining rights of federal public service workers.

The Bill authorizes Treasury Board to modify collective agreements to remove sick leave and impose a short and long term disability plan outside of collective agreements. The Bill will circumvent the Public Service Labour Relations Act as well as ongoing negotiations.

OTTAWA, May 15, 2015 /CNW/ - Canada's 18 federal public service unions met earlier this week to decide their next move in response to the tabling of Division 20 of Bill C-59, the Budget Implementation Act (BIA), which gives the government the authority to unilaterally amend the sick leave provisions of the collective agreements covering employees of the core public service.
