The Committee had a meeting scheduled in June 2011. Although the committee was able to attend a scheduled meeting with the employer the actual committee meeting was adjourned due to the strike at Air Canada and the complications it caused. We decided we would proceed with issuing a report to reflect the work completed by the committee members, between the formal meetings, as well as the listing of the job descriptions that have been reviewed.
At the time of the writing of this report, the Minutes of June 2011 are still in translation. They will be shared with the Executive Council and the Locals, as soon as they become available in both official languages.
Annex L - Directive on Recourse for Assessment and Staffing
The outgoing Chairperson of the Committee and the Technical Advisor attended, August 12th, 2011, a meeting convened by the CRA, which sought the UTE’s concerns about Annex L, much of which already included in the report submitted by the UTE to the Auditor General Office.
We reviewed the entire document with the CRA representatives, and shared with them the position in relation to the use of the recourses identified in the CRA Staffing Regime. The detailed list of the submitted comments is compiled into a document we prepared for the Council, which will be handed out during the presentation of this report to the Executive Council. This document is a draft, and will not be shared - at this time - with the Locals. We would like the Executive Council and the UTE LRO’s to read it, and send to the Staffing Committee any omissions or corrections they deem necessary.
During this meeting, the CRA announced its intention to create, at the beginning of the next year (2012), a Working Group whose mandate will be to review, from top to bottom, the Annex L. We are confident that the UTE will be granted two (2) reserved seats in this working group, one for the Chairperson and the other for the Technical Advisor. We hope, by sharing this document with you, that you will provide comments based on your experiences from the field, to help us improve the recourse system of the Agency.
