  • IMPLEMENTATION OF THE NEW COLLECTIVE AGREEMENT

We continue to hold meetings with the Agency's senior compensation managers regarding the planning and implementation of the monetary provisions of our new collective bargaining agreement.

The Agency had until May 14 of this year to implement the monetary provisions of the new agreement signed on November 13, 2020 with the exception of amounts that must be processed manually.

According to the compensation sector, of the members who have benefited or continue to benefit from maternity or parental leave, 1915 are still active. The majority of these have already been paid. For all other categories, there are 211 cases still to be processed. These members have received some of the money they are owed.

We will continue to monitor the situation closely and keep you informed of any new developments regarding this matter.

  • PHOENIX COMPENSATION DEEMED TAXABLE

On April 27, the PSAC was informed that the Canada Revenue Agency (CRA) had no choice but to uphold its decision that the compensation award is taxable.

In its letter to the PSAC, the CRA informed the Alliance that it was prepared to reconsider its position provided that both parties involved were willing to provide an agreed upon statement of facts. Unfortunately, given Treasury Board's refusal to corroborate the facts, the Agency has decided to ignore the assertions provided by the PSAC and review its decision.

The PSAC continues to explore the legal avenues at its disposal to appeal the Agency's decision. A communiqué advising members of the next steps should be issued in the near future.

  • UNASSIGNED UTE MEMBERS

In recent months, we have seen an increase in the number of unassigned members to a Local Union. The fact that the vast majority of our members work from home makes it even more difficult for our local representatives to hold orientation meetings with new members. It is at these meetings that our representatives have the opportunity to sign union membership cards. 

In an effort to assist our Locals, we have forwarded the report containing the list of unassigned members to the Agency and have asked CRA to provide us with the location of the members in question. Upon receipt of the updated data, we will be able to transfer the report to the PSAC Membership Administration section to make the necessary updates.
