Report of the Equal Opportunities Committee
September 2017

Greg Krokosh

The Committee met on June 07 and 08 and dealt with issues relating to communication, resolutions to the UTE Triennial Convention and proposed amendments to the Committee’s Terms of Reference. The Committee attended a presentation by the Employer on the Employment Equity Plan.

On June 21, 2017, I attended a Union-Management meeting (conference call) with Jennifer Philipps, Presidents’ Representative, and Lyson Paquette, UTE Technical Advisor. The Employer provided an update on the 2016 Census data, the Indigenous Mentorship Initiative and a demonstration of the Employment Equity Tool. We raised our concerns on the integrity of the data being used and how managers interpret the Employment Equity Criteria in the staffing process and the lack of clarity on the notice of job opportunity. We also discussed the new CRA Terms of Reference and Mandate and provided our feedback on the inclusion of diversity and the new definition of Diversity. CRA has confirmed, that even though they are a separate employer and responsible for EE at CRA including the Terms of Reference, the Treasury Board Secretariat and Canadian Heritage are leading the changes toward Employment Equity and Diversity.

As the UTE Terms of Reference for the Equity representatives has now been changed from a 2 to a 3-year term, a call-out for equity representatives will be conducted this Fall. I wish to thank the current members for their efforts over the past year and their understanding of the importance of the mandate change.

Respectfully submitted,

Gregory Krokosh
Chair of the Committee
