In keeping with the Collective Agreement between the Union of Taxation Employees (UTE) and the Alliance Employees Union (AEU) (Unit V), preference shall first be given to qualified applicants from within the bargaining unit (AEU, Unit V).
The position is located in Ottawa, Ontario and the successful candidate must reside in the geographic proximity of the National Capital region.
THE JOB:
Under the direction of the immediate supervisor:
- Provides assistance and guidance to the Executive Council, Locals and the membership on matters, including but not limited to, the interpretation of collective agreements, acts, regulations, policies and procedures;
- Consults with officials of the Canada Revenue Agency (CRA) on labour relations matters and issues;
- Researches grievances, prepares arguments and presents grievances at the final level of the grievance procedure;
- Prepares submissions on behalf of UTE to the CRA, labour relations boards, tribunals, and other organizations and bodies;
- Provides guidance and assistance to members with respect to staffing, staffing recourse and Independent Third Party Reviews;
- Provides assistance to UTE Committee Chairpersons and Committee Members;
- Participates in conferences, conventions and meetings as required;
- Delivers and/or assists in delivering workshops and training sessions as assigned;

Performs other duties as assigned by the immediate supervisor.
QUALIFICATIONS:
- University graduation plus two years of progressively responsible experience in a related field or a combination of education, training and experience equal to completion of secondary school plus five years related experience;
- Thorough knowledge of labour legislation and regulations pertaining to the federal public service;
- Knowledge of the structure of UTE and the PSAC;
- Knowledge of labour legislation, regulations and policies pertaining to members employed by the Canada Revenue Agency;
- Good knowledge of staffing practices and procedures;
- Thorough knowledge of recourse and redress procedures;
- Ability to communicate effectively both orally and in writing in the language proficiency established for the specific position;
- Sound judgment, initiative, reliability and the ability to work independently;
- Ability to conduct research, identify issues, develop persuasive arguments and defend positions.
