RE:      Parking Lots

Recently, I was contacted concerning Workplace Health & Safety Committees’ responsibilities in regards to parking lots. 

This issue arose as a result of Public Works and Government Services Canada (PWGSC) contracting  out the responsibility of managing some parking lots to private companies.  Because of this action, some Workplace Health and Safety Committees were advised that they no longer had any authority to deal with parking lots.

After speaking to the CRA Occupational Health and Safety Section on this issue, they referred the matter to Labour Canada.  The response from them was that parking lots are still included as areas that the Committees can inspect.

Therefore, Workplace Health and Safety Committees should continue to include parking lots in their annual inspections.  As well, if there is a health and safety incident in the parking lot, the employee should fill out a Hazardous Occurrence Investigation Report (Form T-4009).

The UTE Health and Safety Committee hopes this clarifies the issue for Committee members.
