Bargaining at CRA: Dispute over job security provisions

Our PSAC-UTE bargaining team met with the Canada Revenue Agency on November 18-20 to continue negotiations for a new collective agreement.

Job security and workforce adjustment (WFA) were key topics discussed in this session. We again made it clear to the employer that these issues are priorities for us in this round of negotiations.

CRA WFA Announcement

As most people are aware, today the CRA has made a major announcement regarding the movement of work and displacement of our members. There will be 2396 members affected, notwithstanding the effect this will have on our terms and members on acting positions that will not be renewed.

We have been hearing rumours in regards to major changes for months and have been attempting to elicit information and consultation from management. We were repeatedly told that management could not reply or comment on rumours. Now these rumours have come true.

Opening Remarks

The UTE National President, Marc Brière, welcomed participants and acknowledged that the meeting took place on the traditional, unceded territory of the Algonquin Anishinaabeg people. He expressed gratitude to Indigenous peoples, past, present, and future, and recognized the Ottawa Turtle Island as their land.

PSAC takes legal action over rollout of Early Retirement Incentive

PSAC has filed a policy grievance and unfair labour practice (ULP) complaint in response to the federal government’s unilateral implementation of the Early Retirement Incentive (ERI) program. 

PSAC does not oppose early retirement options, but any program to prevent involuntary layoffs must be negotiated, lawful, and protect workers’ rights. No one should be pressured into giving up hard-won protections
