EXECUTIVE COUNCIL CHANGES:  Elections for the Alternate Regional Vice Presidents in 4 regions have been completed and we have a complete Council once again. We welcome Brother Eddy Aristil as Alternate RVP for the Montreal Region; Sister Pamela Burnham as Alternate RVP for the Northern and Eastern Ontario Region; Brother Jérôme Martel as Alternate RVP for the Quebec Region; and Sister June Martin-Gendron as Alternate RVP for the Rocky Mountains Region. 

Collective Bargaining:  The Team met with the Employer’s team on March 21-23 and were unable to reach an agreement. I wrote a letter to Treasury Board President Scott Brison on March 30 and have never received an acknowledgement to date. However, our call to action to the members with our grievance campaign and other pressure tactics resulted in a return to table from April 25-27. Unfortunately, Treasury Board continued to interfere in our bargaining with the CRA and prohibited us from a reaching a satisfactory conclusion for both sides. Our bargaining team felt they could not take these negotiations any further and believed they needed to go to the membership with management’s offer, looking for a strike mandate. The voting process began on May 9 and will run until June 22. Results will be out on June 23. There were several communiques from the National Office in regards to the offer, as well as Webinar Information Sessions held in all 7 seven PSAC regions early in the process to allow members to ask questions. I would like to thank Sisters Madonna Gardiner and Robin Johnson, and Brothers Doug Gaetz, Denis Lalancette and Daniel Camara for being our representatives on these Webinars. The Team should be thanked for all their efforts over the last three and half years in attempting to reach a fair deal for the members. It is now time for the members to make a decision to how we go forward. I would like to make special mention of Dale Robinson, PSAC Regional Offices Branch, for all her hard work in setting up all meetings and votes across the country. She is awesome!

HISTORY OF UTE: We have engaged the Workers’ History Museum to produce a book and a video on the History of UTE. Both projects have been delayed past our original expectations of winter 2016. We are now anticipating a launch date in the fall of 2016.

NATIONAL OFFICE STAFFING:   We have completed staffing processes for three positions in the National Office, two Labour Relations Officer positions and an Administrative Assistant position. We welcome Sister Christiane Pagé as Administrative Assistant; and Brother David Girard and Sister Kayla Minor as Labour Relations Officers to our UTE staff family.

AGMS: The AGM season continues and we are very busy sending the National Officers to as many Locals as possible. Once again, we would ask the Locals to coordinate their AGMs with other Locals in the same region to facilitate travel by our National Officers and to ensure a National Officer presence at every AGM.    

UTE TRIENNIAL CONVENTION:  The next triennial convention will be held in Ottawa in July, 2017. Preparations are well underway, with a Host Committee established and chaired by Brother Imre Bene. They already have great ideas for Convention participants and guests. We will keep you posted as more details are confirmed.
 
Meetings with CRA:  We have had several meetings with CRA during this period mostly on several staffing related issues and Human Resources Policy changes. Due to the deteriorating relationship with CRA management and the current state of your contract negotiations, UTE nationally will continue to not participle in the Union/Management Consultation Committee meetings until a fair Collective Agreement is reached.

WEB/COMMUNICATIONS REPORT:

Our website is working well after brief problems caused by a dramatic increase in website visitors when we announced that a settlement had been reached.  We have updated some of the server software and added more memory.  Our site now seems to be running better than ever.  We produced two videos, one in English and one in French and these were well received.  We are up to date on all current items.

INFORMATION TECHNOLOGY:

All IT systems have been running well. Regular software maintenance of internal computers, servers and network was performed. Training will be provided to Council Members in June on how to use the new Office365 OneDrive and Skype for Business Services and the new Office365 mobile apps.

GRIEVANCES:

Since our last Executive Council meeting, the National Office received two hundred and thirty-five (235) grievances, other than classification. Included in this number are nine (9) grievances relating to Article 1, one hundred and seventy-seven (177) relating to bargaining, one (1) relating to Hours of Work and forty-eight (48) relating to a variety of issues.

During the same period, thirty-nine (39) grievances were presented dealing with a variety of issues. In this quarter, five (5) grievances were withdrawn by the grievor and/or UTE and one was settled by a Memorandum of Settlement. We received twenty-three (23) grievance replies from CRA, two (2) of which were partially allowed and twenty-one (21) were denied. 
With respect to several current grievance campaigns initiated at the National and Regional (Atlantic) levels, there have been 93 Article 1 grievances, 204 bargaining grievances, and 152 hours of work/flexible hours grievances filed to date.

  1. Grievance held in abeyance at request of PSAC pending judicial review of WSIB appeal.
  2. Job content grievance – settlement discussions ongoing.

  8. Two of these grievances have been settled through an MOA and will be withdrawn when the terms of the settlement are implemented.

There are presently four hundred and forty-nine (449) grievances in the National Office inventory which have not yet been presented at the Final Level. Included in this number are seventy-three (73) grievances dealing with Hours of Work, ninety-three (93) with Article 1, ten (10) with PSTAR and two hundred and three (203) with Bargaining.

POLICY GRIEVANCE:

There were no new policy grievances filed during this period.

CLASSIFICATION GRIEVANCES:

Fourteen new classification grievances were received during this quarter.  Thirteen (13) of these were all filed by members of one local against an SP03 work description and classification.

INDEPENDENT THIRD PARTY REVIEWS (ITPRs):

During this quarter, two new ITPRs were received in the National Office concerning staffing.  One of these was withdrawn by the Requestor as we advised.  One ITPR from the previous quarter was also withdrawn.

There are currently two (2) staffing ITPRs in our inventory requiring representation by the National Office.  One of these has been ongoing for quite some time due to numerous procedural rulings by the Reviewer and the failure of the employer to disclose pertinent information.  The remaining ITPR has been scheduled to proceed by way of written presentations which are due in June 2016.

CRA POLICY REVIEW GRIEVANCES:

Currently there is one CRA Policy Grievance in our inventory which has yet to be presented.
