EXECUTIVE COUNCIL CHANGES: There have been an unprecedented number of changes in the composition of our Executive Council, beginning with the passing of our dear Brother Sabri Khayat. His loss to our union will be felt for some time to come. We also had two Brothers resign for personal reasons, Brother Adam Jackson and Brother Robert Carpenter. We thank them for their service to our membership and wish them well. The National Office is in the process of holding elections for Alternate Regional Vice President positions in these three regions.

COLLECTIVE BARGAINING: As of the date of writing this report, I have still had no response from my November 10, 2015 letter to the Minister of National Revenue. I have also had some members offer to try and set up meetings with her and Scott Brison, Treasury Board President, with no success to date. We are continuing to build on our grievance campaign to put pressure on the CRA to return to the table to negotiate. We are bringing our Bargaining Team into Ottawa on February 16th and 17th to evaluate our options and determine our next steps. Please note that the PSAC-Treasury Board tables’ optimism in returning to bargaining the first week of February produced no change in the government’s continued attacks and concession bargaining approach. The positive statements by the Liberals during their election campaign seems to be ringing hollow now. We need to stand together and press forward with our attempts to be treated fairly. We encourage all the members to continue filing grievances and to communicate with their  MPs to set up meetings with them. We have committed to updating our website every two weeks to keep the members informed on bargaining.

UTE’S 50TH ANIVERSAY: 2016 marks the 50th anniversary of the Union of Taxation Employees. To celebrate this milestone, we have anniversary clothing, mugs and other items to be sold at the March Presidents’ Conference. Also, each Local will receive an anniversary gift to commemorate this milestone. We are very proud of our union and the service that we have supplied to the membership over the last 50 years. Thank you to all the activists, past, present and future.

HISTORY OF UTE: We have engaged the Workers’ History Museum to produce a book and a video on the History of UTE. Both projects have been delayed past our original expectations of winter 2016. We are now anticipating a launch date in the fall of 2016.

NATIONAL OFFICE STAFFING:  We have initiated staffing processes for three positions  in the National Office, two Labour Relations Officer positions and an Administrative Assistant position. I would like to take this opportunity to thank Sister Andrea Homes, Sister Rebecca Laronde, and Brother Erik Gagné for their service to the members of UTE and wish them well in their future endeavours.

AGMS: The AGM season continues and we are very busy sending the National Officers to as many Locals as possible. Once again, we would ask the Locals to coordinate their  AGMs with other Locals in the same region to facilitate travel by our National Officers and  to ensure a National Officer presence at every AGM.

UTE TRIENNIAL CONVENTION: The next triennial convention will be held in Ottawa in July, 2017. Preparations are well underway, with a Host Committee established and  chaired by Brother Imre Bene. We will keep you posted as more details are confirmed.

MEETINGS WITH CRA:  We have had several meetings with CRA during this period  mostly on several staffing related issues and Human Resources Policy changes. Due to the deteriorating relationship with CRA management and the current state of your contract negotiations, UTE nationally will continue to not participle in the Union/Management Consultation Committee meetings until a fair Collective Agreement is reached.

WEB/COMMUNICATIONS:

We have been working on a number of projects including our 50th anniversary. A logo and poster were designed.  We also put together some photos for a slideshow at the Presidents’ Conference. We continue to update our website. Adding the older content and fixing some of the content migration issues is an ongoing process.

INFORMATION TECHNOLOGY:

All IT systems have been running well. Regular software maintenance of internal  computers and servers was performed. We cancelled our Sugarsync cloud storage subscription for the RVPs and replaced it with Microsoft’s OneDrive cloud storage which is part of Microsoft’s Office365 suite of services. We purchased new laptops for the RVPs who were scheduled for a replacement in 2016.

GRIEVANCES

Since our last Executive Council meeting, the National Office received seventy-two (72) grievances, other than classification. Included in this number are grievances relating to Article 1 eleven (11), bargaining twenty-seven (27) and thirty-four (34) dealing with a variety of issues.

During the same period, thirty-three (33) grievances were presented dealing with a variety of issues. In this quarter, three (3) grievances were withdrawn by the grievor, one of which was settled by a Memorandum of Understanding and we received thirty-eight (38) grievance replies from CRA, eleven (11) of which were allowed and twenty-seven (27) were denied.

  1. Grievor was originally identified by the CRA as being an employee of Shared Services Canada (SSC) at time of grievance. Employee has been confirmed as an SSC employee and the grievance is held in abeyance at the request of the grievor pending changes to the SSC classification system.
    Follow-ups with SSC have been unproductive.
  2. Grievance held in abeyance at request of PSAC pending judicial review of WSIB appeal.
  3. Job content grievance – settlement discussions ongoing.
  4. Presentation and/or replies held in abeyance at the request of the grievor.
  5. Grievances held in abeyance pending immigration investigation.
  6. Extensions requested by employer and granted.

There are presently two-hundred and fifty-two (252) grievances in the National Office inventory which have not yet been presented at the Final Level. Included in this number are seventy-six (76) grievances dealing with Hours of Work, eighty-three (83) dealing with Article 1, eleven (11) dealing with PSTAR and twenty-seven (27) dealing with Bargaining.

There were no new policy grievances filed during this period.

INDEPENDENT THIRD PARTY REVIEWS (ITPRs)

During this quarter, four new ITPRs were received in the National Office concerning staffing. After our review, one ITPR was withdrawn. Two ITPRs were settled and one ITPR is proceeding and is currently at the disclosure of information stage. The remaining ITPR from the last quarter has now been withdrawn.

There is currently one (1) staffing ITPR in our inventory requiring representation by the National Office.

CRA POLICY REVIEW GRIEVANCES

Currently there is one CRA Policy Grievance in our inventory pending a hearing at the third level.
