Combined Affected Employee List / Preferred Status Report
The Union asked Management to explain how they had arrived at the final number of employees on the combined affected employee list/preferred status report.
Management explained that there were 141 employees who received a WFA letter as a result of the September 2014 WFA announcements. There were 86 of these employees who were offered relocation and only those who had already declined the relocation offer were added to the list. They also added that there were three employees that had been identified as receiving a WFA letter in error as they did not do the work that had been impacted. As a result, these employees received a letter of corrective action and they were removed from the list. Additional changes included an approved medical retirement and a termination of employment that removed two employees from the list and the addition of one employee for which a staffing appointment had fallen through prior to the announcement date. Finally, there were 57 employees who remained on the list from previous WFA announcements.
The Union asked why employees on the list who were going to receive a Guarantee of a Reasonable Job Offer (GRJO) as a result of opting out of the retention process, had to wait until the retention process was completed before receiving the GRJO.
Management would look into the matter and get back to the Union with a response at a later date.
Revocation of the Supplementary Guidelines concerning the management of WFA employees
Management stated that the Supplementary Guidelines had been created to provide direction to managers on the application and administration of the Work Force Adjustment Appendices. They had recently conducted a review of the corporate policy instruments and their tools and had determined that the Supplementary Guidelines concerning the Management of WFA employees were no longer required. As a result, this document would be removed from InfoZone. The information could be found in other existing material such as the Frequently Asked Questions, WFA Fact Sheets for CRA employees, the CRA National Approach to GRJO, and the Resources for Managing Change site.
General Comments
The Union stated that there were numerous rumours circulating regarding additional WFA announcements and asked if Management was able to provide any clarity in response to the rumours.
Management stated that they were not aware of any upcoming announcements.
Closing Remarks
Both parties expressed their appreciation for the positive discussions and looked forward to the next meeting.
They also agreed that moving forward the location of the meetings would alternate between the Union’s national office and Management’s offices at 395 Terminal Avenue.
