Minutes of the Finance Committee Meeting
October 22-23, 2013

National Office Boardroom

IN ATTENDANCE: Marc Brière – Chair and 1st National Vice-President, Doug Gaetz – Co-Chair and RVP-Atlantic, Gary Esslinger - RVP-Prairies, David Webster – Presidents’ Representative – Kingston – Local 00011 and Monique Desrosiers – Staff.

1. Budget for 2015, 2016 and 2017

The committee reviewed a proposed budget for the years 2015, 2016, and 2017.

Notes to the budget are:

  1. Budget figures for 2015, 2016 & 2017 have been rounded.
  2. The inflation rate used for most line items for 2015, 2016, 2017 is 2.25%.
  3. The membership figure used for each year 2015, 2016, 2017 is 25,500.
  4. The CLC Conventions are held every three years. The next one will be held in 2017. The CLC is also holding mid-term conferences during non convention years.
  5. Budget figures for conferences such as the Regional Mental Health held in 2013 have not been budgeted for, since they are voted upon at convention.
  6. Rent for the 8th floor space at the UTE National Office of 9,212 square feet is $32.67 per square foot for 2014 and $35 per square foot for 2015.

The recommendations to the budget are:

Dues budgeted - 2015-2016-2017 - $18.65

  1. That there will be a monthly dues increase in 2015 of $0.35 ($19.00), 2016, $0.35 ($19.35), 2017, $0.35 ($19.70). NOTE - This will increase revenue by $107,100 in 2015, $214,200 in 2016, $321,300 in 2017 for a total of $642,600.
  2. That $15,000 from the line item PSAC National Convention, be used for promotional items for all delegates and observers in order to promote UTE's visibility at the Convention.
  3. That the unused portion of the line items Non UTE Union events, Education - Regional and Education - National be carried over from year to year until 2017.
  4. In order to attempt to avoid a further dues increase, any and all resolutions resulting in additional costs not considered in the instant budget be funded from the unappropriated surplus up to five hundred thousand dollars.

The meeting was adjourned at 5:45 pm on Wednesday, October 23, 2013.
