Budget 2014: The Conservative Government’s Attacks on Public Servants Continue: The February 11th federal budget extends the Agency’s budget freeze and contains a statement that they intend to balance the budget on the backs of civil servants by transforming our sick leave and other benefits.  This Budget also contains a direct attack on our retirees by doubling the cost of their Health Care Plan, regardless of the terms and commitments that were in place when these workers retired.

Collective Bargaining:   I would like to thank all of the locals from across the country for their continued actions in support of bargaining; you all should be very proud and please thank your members and Executives. We need to continue to build and maintain this support as we are now facing a Public Interest Commission. We have been supplying up-to-date Information to the membership in regards to the particulars of negotiations and we are now in the process of setting up membership meetings across the country for all locals with the attendance of a Bargaining Team member to explain the process and to answer questions from the members, so that they are thoroughly informed.

Bill C-10 Charter Challenge:  As you may already know that the Ontario Superior Court issued a ruling on February 12th 2014, “That our right to association under the Charter was not substantially violated”. The PSAC has already committed to take this to the next court level. We were very disappointed in this ruling and will continue the fight this to the maximum.

AGMs: We have been attending Annual General Meetings across the country and been talking to the members about all of the issues, including bargaining and the attacks on us. The overall attendance has been up and the support has been over whelming. 

Convention 2014: The work continues in regards to our upcoming convention. The National Office staff and Host Committee have things well in hand and updates will be provided during the upcoming Presidents’ Conference. Remember the deadline for registration and resolutions is Saturday, March 22nd 2013.  

National Office Staffing:  We have had two departures from the National Office staff with the retirement of Sister Nicole St-Aubin and Brother Pierre Mulvihill, who has taken a position with the PSAC. We thank them for their service to the members of UTE and wish them well in their future endeavours.

I would like to welcome Sister Louise Dorion to the Administrative support staff and Sister Andrea Holmes to a term Labour Relations Officer position. We have undertaken a competitive process and hope to have it completed shortly to fill our requirements for LRO positions.

PSAC WAAA Campaign:  We continue to be informed that UTE has been participating during this campaign.  This is a critical campaign and needs the support of all the leaders at all levels of this organization and the Union Movement as a whole. 

Meetings with CRA:  We have had several meetings with CRA during this period on issues including: Human Resources Priorities; HR Policy Suite Renewal; Compliance Programs Branch – Small and Medium Enterprise Compliance; Conflict of Interest; Security (a three-part plan including improved access violation detections, ATRAP and the Squealers’ Hot Line; and Staffing Simplification, where we have secured a  commitment from the Agency that we will be fully consulted as this initiative continues and they have been honouring this.)

WEB/COMMUNICATIONS:

We continue to update our website with bargaining support activities and other updates.  Our Convention website is up and running and we will be adding more details as they become available.  We have created our request for proposal (RFP) for our new website which should be out to potential vendors by the time you read this.  We expect to make a vendor selection by the end of May. 

INFORMATION TECHNOLOGY:

All IT systems have been running well. Regular software maintenance of internal computers and servers was performed. We purchased new Dell laptops (3) for the RVPs who were scheduled for a replacement in 2014. We purchased a 1 year subscription to the SugarSync Cloud storage service for the RVPs who have been using the software in the past. SugarSync’s free service ended in December 2013. Our new Conference call service has been used several times since the announcement and feedback has been very good.

Since our last Executive Council meeting, twenty-four (24) grievances, other than classification, were received at the National Office.

  1. Work description grievance response expected shortly.
  2. Grievor was originally identified by the CRA as being an employee of Shared Services Canada (SSC) at time of grievance.  Employee has been confirmed as an SSC employee and the grievance is held in abeyance at the request of the grievor pending changes to the SSC classification system.
  3. One grievance held in abeyance at request of grievor pending WSIB appeal and one grievance held in abeyance pending mediation.
  4. Settlement discussions are ongoing with the CRA
  5. Three of these grievances are work description grievances and we are awaiting a hearing date from the employer’s functional authorities

There are presently twenty-seven (27) grievances in the National Office inventory which have not yet been presented at the Final Level.

As noted in previous reports, the number of outstanding adjudications and the delays in same remain a concern for our office, but the numbers are gradually declining.  Discussions continue to be held with the PSAC, but to date, no resolution has been found. The major difficulty being experienced is the large volume of adjudications in inventory at the PSAC and the lack of Grievance and Adjudication Officers on strength to deal with them. Additionally, the Public Service Labour Relations Board is attempting to deal with its large case inventory, but they too lack sufficient human resources to deal with them.

INDEPENDENT THIRD PARTY REVIEWS (ITPRs)

During this quarter, sixteen new ITPRs were received in the National Office concerning staffing, six of which were subsequently withdrawn.

There are currently fourteen staffing ITPRs in our inventory requiring representation by the National Office and two non-staffing which have been referred to the PSAC for representation.  Included in these fourteen are one group of five ITPRs concerning the same selection processes and two groups of two each for two other selection processes.  The remaining ITPRs are from individual members.
