REPORT OF THE EMPLOYEE ASSISTANCE PROGRAM

The committee met on November 2nd to prepare for our joint meeting on
November 3rd. The committee discussed the results of the EAP Survey and
found that the program seems to be working well and the local committees
are meeting regularly.

The committee discussed the issue of Union Representatives working as
Referral Agents and decided to restate our position on this issue and send
it out to all Locals. We also discussed trying to get management on board
with our policy. It makes sense that management should not be approving
Union Representatives as Referral Agents.

The committee is proposing that the National EAP Conference be held in
Ottawa from November 17-19, 2006. The committee felt that the target audience
at the conference should be the UTE Representatives on the Local committees.
We also discussed the agenda for the conference and will approach EAP HQ
and the Coordinator Counselors about delivering some of the workshops.

The meeting with the employer addressed having EAP as a standing item
on all RUMCs. We also discussed the draft Terms of Reference and questioned
management about EAP partnership in other areas. (ie: ADR, change initiatives,
etc.) PIPSC raised the position of extending EAP services to retirees.
We advised management that UTE has no problem with this as long as it does
not have an impact on current services to members and their families.
