The Committee met in Ottawa on February 3 and 4, 2009.
The report from that meeting was sent to everyone during the week of February 9, 2009.
End-State PQP / État final PPC:
As stated at item thirteen (13) of our report, I met the employer with the committee’s Technical Advisor on January 30, 2009, to deal with this matter. At that meeting, the employer promised to send us the draft of the document entitled “Migration to End-State PQP”, as well as the communication plan and the message from the Commissioner, so that we could discuss them at our Staffing Committee meeting, and send them our comments. The draft was sent to us, at the end of day on February 4, which left the committee only the time to do an overview of it. We did not receive the communication plan or the Commissioner’s message. We then entered in the report that the committee, which was in closed consultation with the employer, will share the documents, including its comments, as soon as the documents become available.
Our comments were sent on February 9, and we were waiting for the employer to get back to us on it.
To our great surprise, and contrary to what we were told, the representations were made in the regions on the End-State PQP, without us being informed. Moreover, we never heard a word on the comments we submitted, and we never received the communication plan from the Commissioner, as promised at the January 30th meeting.
