The Staffing Committee met at the National Office, from the 17th to the 19th of April, 2012. The Minutes of the meeting were in preparation while the writing of this report, and will be distributed as soon as they are finalized and translated.
Brother Shane O'Brien, Senior Labour Relations participated to this meeting, in order to replace Sister Linda Cassidy, appointed by the PSAC, as a Technical Advisor.
The Members discussed the Committee's working methods to improve communication, both internally and with the UTE membership.
They also stressed the importance the Committee shall prepare, as soon as possible, a draft Terms of Reference of the Committee, for submission to the Executive Council for its adoption. This mandate should clarify the role of the Committee with members to better meet their expectations.
Indeed, we would like to remind our Executive Council and our Locals that the topics – related to the Staffing - presented at the President’s Conferences do not automatically become an item on the Staffing Committee Agenda. In fact, these issues, in order to be dealt with by our committee, have to be referred by the President or the Executive Council.
At the risk of repeating ourselves, the Committee would like to remind - once again – the RVP’s and the Locals the importance of reviewing the Manager's Guide to Term Rehire, and verifying its application in their offices. This reminder has already been made in our March 2011 Minutes, and will be repeated in the Minutes of April 2012.
The Chair and co-Chair of the Committee will meet CRA May 31st, 2012, for an update on the Staffing Policy Simplification Project, which has not been addressed in quite a while.
The next meeting of the Staffing Committee will take place on the 19th and the 20th of June 2012, during which we will take the opportunity to have an update on the Observe and Attest.
