The Committee met at the UTE National Office on January 27 to 29, 2014. It also met with the Taxpayer Services and Debt Management Branch (TSDMB) in Ottawa on January 27, 2014.

The minutes from the Committee’s meeting and the notes taken by the UTE at the meeting with the TSDMB were submitted to the National President for approval, as per the December 2013 Protocol on Committees. After being approved, those documents were sent to the UTE’s Executive Council, Locals and Labour Relations Officers (LROs) on February 5, 2014.

The Committee would once again like to remind the Executive Council, and through it the locals, that the items that the Committee handles are those referred to it by the UTE President and/or its Executive Council. A reminder on the line of communication within the UTE will definitely be beneficial.

The Committee would also like to remind the Executive Council about the importance of the locals attending the training provided by the CRA on Staffing Simplification and expressing their concerns to them right away, so that they (the RVPs) can convey them to the Committee.

The Committee was mandated by the President to prepare a presentation on Staffing Simplification, which it will do during the March 2014 Presidents Conference.

INTEGRATED STAFFING SYSTEM (ISS)

The Committee Chair and the Technical Advisor met with the CRA on December 19, 2013, at the CRA’s request, to discuss the Integrated Staffing System (ISS).

The CRA says it is losing a lot of its HR staff, which is why it is attempting to automate clerical tasks and certain procedures as much as possible.

The system was presented to the UTE Technological Change Committee on November 13, 2013.

According to the CRA, the benefits of the ISS would be:

  • it can be accessed externally
  • the employee information contained in the CAS has already been entered into it;
  • the information on credentials does not have to provided for each request and application;
  • results from the evaluations and standardized tests are entered into it;
  • No personal information will be sent to any employee; just a note will be sent to the employees in question to ask them to verify their profile.
  • The ISS webpage will be launched in January 2014.

DESTINATION 2020 – HR PRIORITIES

During the NUMCC on December 5, 2013, Ms. Diane Lorenzato announced to us that, with the webinar, the CRA managed to reach 6,000 employees and that over 40% of their comments involved Human Resources.

As such, the CRA has established the following three priorities:

They promised to “work closely with the unions to make things simpler and fairer for employees”.
The Committee Chair and the Technical Advisor met with the CRA twice (January 30 and February 11, 2014) to establish a scale for the consultation day (scheduled for February 18, 2014) and the consultation that will follow.
