Once again, I would like to thank the other members of my committee who made a huge contribution to the review of the various job descriptions submitted to us by the employer.

There has been a lot of development as part of the staffing redesign; however, this is not good news. During the December 2018 in-person consultations, we had convinced a number of participants on a range of subjects including: that there would be advantages for the organization in doing the administrative conversion of term employees after three years (such as reducing the number of staffing competitions), that the model proposed by the union was fair and equitable.

Recently, the proposals that came out of the consultations and the in-person meeting were submitted to the CRA management committee and, as you might expect, neither the three-year administrative conversion, the recourse model nor the UTE’s other comments/recommendations were accepted/considered.

A meeting was held with the CRA Commissioner to discuss the staffing redesign recently. The UTE and the PIPSC met following the last teleconference, and we are seriously considering officially withdrawing from the staffing redesign consultations.

According to the information obtained, management is going to implement 10 recommendations that will significantly change recourse and certain staffing movements and consider them as administrative movements (i.e. no recourse).

An email will be drafted and sent out very soon to inform the members of the turn of events and our position on this matter (staffing redesign).
