The national committee has been busy and called upon with various initiatives from the employer as well as the job description reviews that are part of the regular work.

I would like to thank my committee for all the work they have done on the position reviews since the last Executive Council.

As you already know, the employer has undertaken a major overhaul of its staffing program.

Shane and I attended a face-to-face meeting in early December 2018 with the other union as well as representatives from all departments and regions. The various issues were discussed over a few days. Recommendations were then made, and we were again consulted on those recommendations. We specifically mentioned, among other things, that we wanted a fair, effective recourse system and also that we wanted the employer to revise the administrative conversion to three years instead of five.

Pilot projects may be launched soon.

Management has expressed their interest several times in having performance evaluations be conducted as part of staffing. We have opposed it in its current form because the way performance evaluations are done can be random and arbitrary.

The employer also undertook an overhaul of performance management at the same time; that portfolio was added to the staffing overhaul because there may well be connections with staffing.

Shane and I had the opportunity to provide feedback on performance management at a meeting held for that purpose.

Management has also undertaken a major review initiative of positions in Revenue Collections for all levels, both management and unionized. We have Patrick Bertrand and Jennifer MacPherson representing the UTE very well on that committee with the employer. Shane and I attended the last two meetings. This is being taken very seriously because it could impact our members’ jobs.
