Dear Members of the Awards Committee,

The purpose of this letter is to nominate Brother Normand Pelletier for the Godfroy Coté Award.

Normand has been involved in the union movement since 1992 when he was appointed delegate of the Union of Taxation Employees (UTE) local at the Trois-Rivières Tax Services Office.

In 1993, he became Local President, a position he held until January 27, 2006.

In 1996, he was elected to the position of Alternate RVP for the UTE’s Quebec region, a position he held until January 27, 2006.

In 2000, he was elected President of PSAC-Qc Regional Council-Mauricie 09 and held that position until May 2005.

In early 2003, he became Co-chair of the Career Transition Committee (CTC), which he held until January 27, 2006. We have nothing but praise for his work on this committee.

In September 2004, he was elected by UTE Local Presidents representing the TSOs to sit on their behalf on the National Staffing Committee.

In May 2005, he was elected to the position of PSAC-Quebec Alternate REVP, which he held until January 27, 2006.
He was Appeals Officer for the two Quebec regions (UTE) and was successful in a number of cases.

As President of his local, he gave unselfishly of himself in defending his members.

As Alternate RVP, he was an invaluable asset in conducting the Eastern Quebec region’s business.
He organized many of the inter-regional conferences. He was always the region’s chief whip.

He gave a number of training courses to our region’s members and participated in countless seminars for the purpose of keeping his members and other members in our regions informed.

During mobilization activities he was a leader in organizing the strike activities.
He met with various Members of Parliament and Liberal Cabinet Ministers to make them aware of our demands.

He set an example through being available for his members and other local executives alike.
In the last 10 years of his union career, Normand has worked countless hours a day for the cause.

He established a very valuable contact network that on many occasions enabled him to obtain “sensitive” information that was very beneficial for our organization.
As Alternate RVP, he always unconditionally supported me and was always willing to take on different tasks. He was a tremendous help to me, and I found his sound advice to be greatly beneficial.

I sincerely believe that Normand is deserving of this award in recognition of the invaluable work he has consistently done for the well-being of our members and for the benefit of the UTE.

In addition, the Quebec members would be very grateful if this award could be issued directly to Normand during the session at our next Presidents’ Conference in March 2006.

I sincerely hope that your committee will recommend Normand to the Executive Council for the Godfroy Coté Award.

I also hope that your committee will recommend to the Executive Council that Normand receive this award before his peers at the March 2006 Conference.

Marcel Bertrand, RVP
Western Quebec Region
