ITEMS SUBMITTED BY THE LOCAL PRESIDENTS
ST. JOHN’S TAXATION CENTRE – LOCAL 90000
1. "bums in seats" guiding principle:
Is a guiding principle and not a regulation. Why are we letting CRA dictate the bum’s and seats? Employer can control who can be on the executive. Could there be exemptions? Not meeting the needs of the locals anymore.

ITEMS SUBMITTED BY THE LOCALS’ PRESIDENTS
FRASER-VALLEY TSO – LOCAL 20007
1. Employees in all regions should be able to choose their preferred official language (English or French) when facing disciplinary action:
Members cannot choose their preferred official language when communicating with management. Management has taken the position that, since the Western Region is primarily a unilingual region, they do not have to communicate in French even if the employee requests it, regardless of whether the employee is working a bilingual job, receives a bilingual bonus, or if French is their first language. This policy needs to change! The employer should be required to provide communication in the member’s preferred official language when facing disciplinary action.
Speaker: Zita Lambert (20007), Heather Kenny (20029)
Wael Afifi (SLRO): he reiterated the importance of grieving the issue, possibility of making complaints to the Office of the Commissioner of Official Languages to ensure that the law’s obligation are respected.

The committee is seeking RVPs and two individual activists for each region, to help try to resolve problematics as per protocol in the region first.
The committee is looking into having Townhall and surveys to gather more information. The committee answered questions. The Korn Ferry testing is unrealistic.

2. Article 18.12:
The Employer shall normally reply to an employee’s level of grievance
Speakers: Doron Jacob (00051), Josh Atwood (80003), Lee Pallotta (70000)
Richard Weintrager (LRO): Nothing in the employer practices means anything if not in collective agreement. You have to look at Article 18.3. The griever must approve the extension. He encouraged to read the article literally. Best practice is 10 days, but they can have up to 15 days. If there is no response after fifteen day the grievance can be put at the second level. Locals can speak to their RVPs to request training. The grievance number is an excellent tool, it is an administrative tool.
PACIFIC REGION CALL CENTRE – LOCAL 20050
1. Average Call Handling Time (ACHT) for members on the phone with taxpayers and/or their representatives
WITHDRAWN
2. Call wait times for taxpayers/representatives:
Tax payers put their frustrations on the phone agents, and it affects the agents mentally, they become stressed and which leads to performance issues.
Speakers: Deoraj Mahabirsingh (20050), Kyle Berry (50021), Joanne Coish (90001), Heather Kenny (20029), Zaineel Braun (00016), Trixie Gorzo (30022), Catherine Majore (00014-Observer), Gina Degner (00014), Tracy Marcotte (70001) Wanda Dufty (50031)
Andrea Holmes (LRO): UTE is aware, not a new issue and not an easy fix. Reassured that they are fighting the issue. In the hopes that the Staffing and HR Audit will help.
SUDBURY TAXATION CENTRE – LOCAL 00042
1. Gender Inclusive Washrooms:
Gender inclusive/gender neutral washrooms have been an ongoing cause of concern within Sudbury TC. We are experiencing issues such as bullying and sexual violence against our trans population as a result of having only one (1) gender inclusive washroom. In addition to that, the current washrooms do not meet the needs of the population. When the building opened in 1982 the population of the building was predominately female, and today it is about a 50/50 split between male and female identifying members, not to mention those who do not identify as either. We have had members experienced serious medical issues due to not being able to access available washrooms in a timely manner in addition to the above issues. This has been raised locally through the union and H&S and has been raised through the Positive Spaces Committee. The employer says it is due to budgetary reasons. What more can be done locally? What is national doing to further this issue? This is not an issue of preference but is now an H&S issue and for the protection of our members.
Speakers: Kyle Pharand (00042), Berni Frampton (20003), Heather Kenny (20029), Josh Atwood (80003), Kyle Berry (50021)
Shirin Amiri (LRO): encouraged to file grievances and to continue to push with the Health and Safety Committee.
Kristina Cooke (LRO): gender Identity are covered as a request for accommodations (Human Rights)
HEALTH BREAK
The session resumed at 3:15 p.m. with President Brière in the chair.
ITEMS SUBMITTED BY THE LOCAL PRESIDENTS
SUDBURY TAXATION CENTRE – LOCAL 00042
2. Grievance Tracker:
There is a national grievance tracker. The tracker does not meet the needs of larger locals. My understanding is this is a licensing issue. Limited licenses for access put too much pressure on chief shop stewards and local executives. We are already overwhelmed by dealing with member issues, additional tasks relating to grievance will be too much. This issue has been raised with RVP and brought to national several times is my understanding. What is national doing to rectify? Can the current system be adjusted to be login based, so that login credentials can be to stewards to enter info and have exec be able to access all info?
Speaker: Kyle Pharand (00042)
Henri Vodon (LRO): issues in balancing security issues for information.
JONQUIÈRE TAXATION CENTRE – LOCAL 10004
1. Processing times for disciplinary investigations vs. available remedies:
It's a question of knowing what we can do in disciplinary investigation situations, because the deadlines are very long, and whether we can have an appeal on this subject.
Speaker: Marc-André Gobeil (10004), Zaineel Braun (00016),
Wael Afifi (SLRO): advised to file a grievance when the investigation begins to ensure the process is accelerated.
ST. JOHN’S – LOCAL 90001
1. Performance leave proration and strike:
Performance leave earned by team leaders is being prorated and reduced due to the strike. As an example, I lost 3.2 hrs out of an entitlement of 30 hrs.
Speaker: Joanne Coish (90001), Francis Snyder (10008), Alan Craig (70001 Observer), Josh Atwood (80003), Stephanie Smylski (50032)
Wael Afifi (SLRO): a policy grievance was filed highlighting that the strike is was a fundamental Union activity. The presentation and consultations were done, waiting for news
2. Vacation leave denials:
Vacation requests for Call Centre employees are being denied due to service levels and lack of staffing. Withdrawn
THUNDER BAY – LOCAL 00022
1. UTE and PIPSC- Why is staffing so different:
Almost all employees that come into CRA under the UTE collective agreement start off as term employees. The only exception that has been observed is those that start with the GST/HST Audit. Those employees may be UTE but in the Audit areas, they have permanent placements. However, many employees hired by CRA that come in under PIPSC are hired as permanent employees. This has been going on for as long as I have been with CRA. In small offices, we see and hear everything when we are in the office every day. Now things are not as evident, but we still see that in our monthly RAND reports. Now that Ontario is under OROR and everything is regionalized, it has become further evident. MG03 and MG05 hiring are on hold. But Audit programs can staff MG03 and MG05 permanently. I am sure this is something that is happening in most offices. Maybe larger offices do not see it, but I feel that Collections workloads are being treated as second class citizens. I would like to see the prejudice to Collections stopped when it comes to staffing and have all employees given the same parameters when positions are staffed.
Speaker: Tammy Veltri (00020), Alexandre Dumont (700035), Candace Dobbin (90001 – Observer)
Henry Vodon (LRO): every program is treated differently; they are run within their own silos. The staffing program allows them to do that. Invited to refer issue to LRO.
Cosimo Crupi (Chair of the Staffing Committee): this has been brought to the attention of the Staffing Committee. It will not to be resolved locally, we will try to deal with it regionally, if not successful it will go nationally.
REMARKS:
President Brière introduced and thanked Sister Sharon Bulgar who is retiring. She thanked the assembly.
