Daily Convention Highlights - July 20th

Our second day of convention opened with 167 delegates, 172 observers, 13 Life Members, 1 Honorary Member and 14 guests.  The Finance Resolutions Committee was called back to deal with the referrals.  The first referral which would have increased the number of members we based the budget on from 27,000 to 30,000, came back as non-concurrence.  The second referral which would increase the regional education budget for 2022 from $140,000 to $260,000, came back as concurrence.  The third referral which would have increased the regional conferences budget from $400,000 to $700,000 each year came back as non-concurrence.

The budget was referred back to the committee with the direction to change the number of members from 27,000 to 28,500.  A second referral was made to amend the regional conferences budget from $400,000 to $550,000 for each of the two years.

The General Resolutions Committee was called up with RVP Greg Krokosh presenting.  The committee started with resolution 314 which would create a mental health educational course for UTE executive. There was a good discussion and some speakers mentioned the extra stress on our members during the pandemic.

After the lunch break, the Credentials Committee submitted their report with 163 delegates, 135 observers, 13 Life Members, 1 Honorary Member and 14 guests.  The General Resolutions Committee continued with resolution 314 which was carried.

The Finance Resolutions Committee was called back.  The first referral to increase the number of members from 27,000 to 28,500 came back as concurrence.  The second referral to increase the regional conferences budget from $400,000 to $550,000 for 2022 and 2023 came back as concurrence.  The budget as a whole was passed unanimously.  The committee’s first recommendation, to use $15,000 from the PSAC National Convention line item for promotional items for delegates and observers, was passed.  The committee’s second recommendation, to carry over the unused portion of some of the line items to 2023, also passed. The committee then began with their concurrence resolutions starting with resolution 101 which would use the surplus to fund resolutions to a maximum of one million dollars.  This resolution was carried.  Resolution 102 was also carried.

The By-Laws Resolutions Committee was called up.  The committee recommended concurrence on resolution 402 which would fund the cost of the greater of one delegate per workplace committee or two delegates per local to each Health and Safety Conference, instead of the current one per workplace committee.  This resolution was carried. Resolution 404 which reflects current election practices was also carried. Resolution 405 would propose a change to the PSAC Constitution and Regulations to provide direction for virtual meetings so that they would be held during weekdays and from 11:30 – 4:00 p.m. Ottawa time.  The committee’s recommendation of concurrence was carried.

Resolution 409 adds attending membership appreciation events to the duties of an RVP.  The committee’s recommendation of concurrence was carried.  Resolution 410 which funds the cost of the alternate RVP to attend all regional meetings and presidents’ conferences at which they are not already a delegate.  The committee’s recommendation of concurrence as carried.
