This image represents the thoughtful and administrative work behind workforce adjustment processes at the CRA, supporting PSAC-UTE members through employment transitions.

Over the past few months, we have seen the reduction of determinate (contract or term) employment in the CRA.  This past year the employer has also eliminated some positions occupied by indeterminate (permanent) employees in various sections of the Agency.  Fortunately, those employees have all been guaranteed a reasonable job offer and will continue employment, but in different positions.

The Workforce Adjustment provisions in the PSAC-CRA Collective Agreement can be found in the 37 pages that make up Appendix C. Whenever the CRA wants to reduce indeterminate positions they are required to follow the process outlined in the Collective Agreement.

The Appendix has 5 key provisions:

  • notification,
  • guaranteed reasonable job offer (GRJO),
  • alternation,
  • training and development, and
  • voluntary departure programs.

The Public Service Alliance of Canada negotiated this agreement to protect our jobs and ensure a fair and effective process when layoffs or other workplace changes occur.  It outlines our rights and the CRA's obligations.
