How the Union negotiates improvements to the Dental and Health Care Plans?

The Public Service Dental and Health Care Plans cover the employees of the Public Service and some Agencies. It is at the National Joint Council (NJC) that improvements to these plans are negotiated/discussed.  That bargaining is done during the cyclical review.  In general, the Dental Plan is reviewed every three (3) years and the Health Care Plan every five (5) years.

The National Joint Council includes eighteen (18) Public Service bargaining agents, the Treasury Board and a number of “separate employers”.  The PSAC represents us on the Board of Directors of the Public Service Health Care Plan and on the Dental Plan Board of Management.  For a better understanding of how the National Joint Council works, please go to the following link:

Dental Plan

When the Canada Revenue Agency was established, an agreement was signed to enable us to continue our membership in the Dental Plan.

The cyclical reviews of the plans and UTE’s ongoing process

Even though the UTE representatives do not sit on the various committees responsible for the cyclical review of the plans, we can send our demands to the PSAC.  Our ongoing bargaining demand collection process can be used to send us your demands between cyclical reviews.
