The Executive Council shall consider and act upon all unfinished business prior to the conclusion of the second regular meeting of the Executive Council following the Convention.

The disposition of all Convention matters and resolutions by the Executive Council shall be published and shall include reasons along with recorded votes on all decisions.

Decisions, reasons for decisions and recorded votes shall be distributed to all Convention delegates.
