Bargaining with CRA:  we’ve exchanged demands

On July 6th, PSAC and the Canada Revenue Agency exchanged their bargaining demands.  This was done electronically, giving both sides a chance to consider the demands before face-to-face bargaining begins in September.  As with the last round, both parties are committed to trying to reach a fair agreement before the current one expires on October 31st.   As always, your bargaining team will be working hard to make improvements to our agreement, and protect all of your existing working conditions and benefits.

Our demands:  The union’s demands were selected by the UTE Bargaining Committee, drawn from all of the changes proposed by the membership.  They seek to balance monetary demands with operational issues, with a particular emphasis on the various leave provisions of the collective agreement.

The employer’s demands:  The most interesting demand brought forward by the employer involves bringing in one definition of family to cover bereavement leave, leave for care of family, and leave for family related responsibilities.  This is something our members have asked for over several rounds of bargaining, so it is very encouraging to see this issue brought forward in the employer’s demands.
There are a few concessions in the employer’s demands, including adjustments to the hours of work provisions and minor changes in overtime compensation.  There is also a proposal to fold compassionate care into a new provision for leave without pay for the care of family.
All other demands appear to be housekeeping, designed to clarify or simplify existing language.
