NEGOTIATIONS

Since my last report the strike has been suspended, we have a tentative agreement and the vote on the agreement has started. I have to commend the membership on their resolve and ingenious ways to implement their strike actions, whether it was rotating, strategic or all out actions. A special thanks has to go to our members from Client Services, Cash, Mailroom and Call Centres who bore the brunt of the strike actions and brought the CRA services to the public to a halt.

Why it took a strike, the intervention of no less than three Cabinet Ministers, including our own, to settle this I cannot even fathom. Our employer, the CRA by way of the Commissioner, Alan Nymark and other high ranking bureaucrats could have settled this prior to the strike even commencing. Yet they came to the Table, refusing to deal with the Term issues, many of our pay package demands and a lower economic package than all of the other six Tables. What were they thinking? I can only guess that once again they didn’t believe that the Union of Taxation Employees does speak for the membership.

The employer’s actions during the strike in certain locations by local management also clearly show the lack of respect that the employer holds our members. They were not even close to adhering to their own so called “Core Values” of the Agency. I doubt that our relationship with this employer will ever be the same. The Council will be discussing our future relationship with the CRA at this Council meeting and the fact that we are getting a new Commissioner may affect this discussion. We shall see.

ITPR REPRESENTATION

Council members have been asked to provide names at this meeting of individuals in their Regions that they believe would be able to provide ITPR Representation after receiving training. After this meeting the names will be reviewed and a few will be selected and the job training will be arranged to commence in the New Year.


GRIEVANCES

Since our last Executive Council meeting, twenty-four (24) grievances, other than classification, were received at the National Office.

During the same period, twenty-three (23) grievances were presented dealing with a variety of issues, including: three (3) suspensions and two (2) terminations.

APPEALS

During this period, no appeal was received in the National Office where the Union of Taxation Employees was requested to provide representation.

INDEPENDENT THIRD PARTY REVIEWS (ITPR'S)

Currently, there are sixteen (16) ITPRs remaining, which have not been presented to date. Hearing dates have been established for the vast majority of these cases all but four (4) cases have proceeded to the pre-hearing conference stage.

Eight (8) cases were presented during this quarter, with two (2) cases being allowed and the remaining six (6) pending.
