A letter was sent to the Commissioner regarding our position
on Union Management relations. It was then distributed to council and
all locals. A reply has been received and I am waiting for the translation
and electronic version for distribution.

I have asked the Council members to provide me with information
regarding CEUDA during the strike. I have had very few responses to date.
I will arrange a meeting with Nycole and/or Ronny Moran when all submissions
have been received.

I wrote to Dan Tucker regarding the CRA position after the Shneidman
decision. We subsequently learned that the CRA has asked for Judicial
Review of this decision and have not yet responded to my query.

The National Office followed up regarding the unionized printer in
Ottawa. The company in question is Moore Wallace. When we requested
price quotes from Moore Wallace we provided them with the same information
we provided Mansfield and Rodney when we had the last news letter printed
and distributed. Moore Wallace’s quote came in $225.00 cheaper
than what it actually cost us using Mansfield and Rodney. However, when
providing its quote, Moore Wallace based their quote on the assumption
that we would ask them to print one year’s supply of envelopes
at once. This of course is less expensive than printing the quantity
we need three times a year and Mansfield and Rodney’s
price would also be less if they printed one year’s supply of
envelopes at once. But then, storing 64,000 plus envelopes becomes
a problem.

We subsequently found out that Moore Wallace isn’t actually
in Ottawa. What they have in Ottawa is a sales office. They do have
a plant near Montreal but they move things between plants as needed.
As well, not all their plants are unionized, but if asked, they can
keep all the work at their unionized plants.
We attempt to use the PSAC print shop
as much as possible. However, its priorities are such that, more often
than not, it cannot provide us with the required service in due time.
In such circumstances, Mansfield and Rodney have always accepted our
requests regardless of the urgency. A recent example of this is the 2005/2006
UTE calendar. Even though we had it previously scheduled with the PSAC
print shop, we were informed at the last minute that it could not provide
our calendars for the period we required them. Again we were obliged
to ask Mansfield and Rodney to accommodate us on an urgent basis
and they did.
The relationship we enjoy with Mansfield and Rodney allows us to obtain
printing services expeditiously with personal service and at a very competitive
price. We see no benefit in changing at this time.
