2003
28\03 Bargaining
Demand input call was issued to the UTE Locals. Locals had until 09/05/2003
to send their bargaining demands and their priorities to the UTE National
Office.
20-21/05 The UTE standing bargaining committee
met to prepare the demands for the UTE national bargaining committee.
22-25/05 The UTE national bargaining committee
met to review the bargaining demands and the priorities to submit to the
PSAC/CCRA bargaining team.
11-14/07 Bargaining conference for PSAC/CCRA
members (UTE/CEUDA).
15/07 First
meeting of the PSAC/CCRA national strike/strategy committee
01/08 The
notice to bargain was issued to the CCRA.
19/08 Electronic
exchange of bargaining demands between the PSAC and the CCRA.
21/09 PSAC
national joint strategy committee meeting.
24-29/08 First face-to-face meeting of the
PSAC/CCRA union bargaining teams and the CCRA employer. National Capital
members met with the bargaining team members to show support of the bargaining
efforts.
28/08 PSAC/CCRA
national strike/strategy committee meeting.
19/09 UTE
presidents demonstrated in front of the office of the CCRA Commissioner
(despite the cold and rain). As a result, the employer committed to an
additional two days to be added to the end of the already scheduled bargaining
dates.
21/09 PSAC national
joint strike/strategy committee meeting.
27/09-05/10 Bargaining session between the PSAC/CCRA negotiating team
and the CCRA. Several locals sent placards, which lined the walls of the
bargaining room.
29/09 UTE
Locals planned many activities and actions to support the bargaining team.
02/10 PSAC/CCRA
national strike/strategy committee meeting.
25/10 PSAC
national joint strike/strategy committee meeting.
31/10 The
collective agreement expired.
10-14/11 Bargaining session between the
PSAC/CCRA negotiating team and the CCRA. Over 10,000 covers from expired
collective agreements were submitted to the employer.
12/11 The employer
had still not tabled any wage offers and there was no progress at the table.
Bargaining was at a standstill.
13/11 The
PSAC/CCRA team unanimously called for a strike vote in reaction to the
employer’s inertia. The members of the PSAC/CCRA strike/strategy
committee supported this request and forwarded the recommendation to the
PSAC President.
STRIKE VOTE CALLED
17/11-18/12 The PSAC regional offices and the locals held strike vote
meetings across the country. 84.78% of the members voted yes.
22/11 PSAC
national joint strike/strategy committee meeting.
2004
07-09/01 Special meeting of the UTE Executive
Council regarding the announcement from Paul Martin for the creation of
a new border agency; the CCRA became the CRA. The CRA calls a halt to the
implementation of the ACS standard.
10-13/01 The PSAC/CRA negotiating team met
following this announcement. A conciliation officer was requested. The
PSAC/CRA bargaining team requested that a complaint of bad faith bargaining
be filed against the CRA.
12/01 PSAC/CRA
national strike/strategy committee meeting.
12-16/01 A bargaining session that was scheduled,
but was cancelled following Paul Martin’s announcement for the establishment
of the border agency.
17/01 PSAC
national joint strike/strategy committee meeting.
02-16/02 A mailing and email campaign was
launched to MPs to have them return to the House.
15-21/02 Bargaining session between PSAC/CRA
and the CRA in the presence of Mr. Guy Baron, the conciliation officer.
16/02 PSAC/CRA
national strike/strategy committee meeting. National Capital members, bargaining
team members and Component presidents held an information picket in front
of the bargaining room.
17/02 The
complaint of bad faith bargaining against the CRA was filed.
28/02 PSAC
national joint strike/strategy committee meeting.
15-18/03 Bargaining session between the
PSAC/CRA and the CRA in the presence of the conciliator. As a result
of the employers refusal to bargain and modify their positions at the table
the conciliation officer calls for the proceedings to be ended. The
PSAC/CRA negotiating team requests a conciliation board.
18/03 PSAC/CRA

24/03 The
PSAC formally applies to the PSSRB for the establishment of a conciliation
board. Our representative is Mr. James Woolfgang
03/05 PSAC/CCRA
national strike/strategy committee meeting.
10/05 An MOU
is signed between the employer and the union
to
end the designation process.
11/05 The
designation process ends and the PSSRB can proceed with
establishing
the conciliation board.
26/05 The PSSRB
agrees to establish the conciliation board and informs the employer that
it has seven (7) days to appoint its representative.
01/06 Letter
from the PSSRB for setting up the conciliation board. The conciliation
board has 14 days after being established to prepare a report, but as often
as not, this deadline is not met.
02/06 The employer
informs the PSSRB that their representative is Sandra Budd.
08/06 PSAC/CCRA
national strike/strategy committee meeting.
05/07 PSAC
national joint strike/strategy committee meeting.
04-06/08 The members of the PSAC/CRA bargaining
team meet to finalize preparation for the conciliation board.
07-10/08 Hearing before the members of the
conciliation board. The members of the CRA/PSAC bargaining team, with the
approval of President Thomas Kuttner and the support of the PSAC negotiator
and researcher, present most of the demands themselves before the members
of the conciliation board.
11/08 PSAC/CCRA
national strike/strategy committee meeting.
27/08 Conciliation
report filed by the Public Service Staff Relations Board.
31/08-03/09 Bargaining team meeting for the 03/09 conciliation board report.
01/09 PSAC/CRA
strike/strategy committee meeting with members of the bargaining team.
03/09 PSAC/CCRA
national strike/strategy committee meeting.
06-08/09 Bargaining session between the
bargaining teams of the PSAC/CRA union and the CCRA employer.

bargaining teams of the PSAC/CCRA union and the CCRA employer. An
agreement in principle is signed since there is nothing more to accomplish
at the bargaining table and since monetary issues were imposed by the Treasury
Board.
13/10 End
of the strike period.
22/11-0912 Ratification vote meeting period for members to vote
on the PSAC/CCRA agreement in principle.
10/12 The PSAC/CCRA
agreement in principle is accepted and the members of the bargaining team
sign the collective agreement.
