National Workforce Adjustment (WFA) Joint Committee - Terms of Reference The Committee prepared Terms of Reference for National WFA Joint Committee. The Committee will refer these to CRA for their review. A request for the Committee to meet with CRA will be made in an effort to establish a National Joint WFA Committee. |

Public Service Staff Relations Board (PSSRB) – UTE request for a Section 23 Complaint The complaint request is being prepared by the PSAC for a referral to the PSSRB. Additional information has been requested and will be forwarded to the Grievance & Adjudication Section of the PSAC |

Compensation Service Delivery The Committee discussed the application of the WFA Appendix to compensation employees in Halifax and Quebec regions. In Quebec, the Regional Management team, in consultation with the unions, was prepared to offer reasonable job offers to all the concerned employees. The Quebec region was told to stop the process by the Commissioner’s office. In Halifax, the Management Team, in consultation with the unions, was also prepared to offer reasonable job offers to all concerned employees and were directed to stop by Headquarters. This situation will be reviewed to assess what action the committee should take. |

Appeal Impact Study Documents - Toronto West The committee reviewed the documents and decided that we would contact all other regions to inquire what they have been told by management or what they have heard through the grapevine. Once this information is gathered the committee will decide on a course of action. |

Saskatoon Document The committee reviewed the document entitled “Guiding Principles Saskatoon Local Placement Committee” as well as the comments from the Local UTE representative. The committee would like to congratulate the local for their work. The committee concluded that Local CRA management were incorrect when they asserted that a Local WFA Joint Committee was not required and that only a National Joint committee must be in place. The committee decided that the chair would contact the Local UTE representative to advise her that while the name of the local committee may not be relevant, if one is struck, it should be called a WFA Committee, as per the collective agreement. |

Technological Change information of relevance to the UTE WFA Committee The committee reviewed the information regarding Bar Code implementation and On Line services offered to taxpayers. The committee discussed these issues and it was felt that even if the employer felt that there would not be any impact on indeterminate employees the committee had concerns that there would be an impact. The committee was made aware of the UTE Tech Change Committee’s request to the employer for more detailed information regarding the Human Resources impact of these initiatives including the effect to term employees. |

PG situation in St. John’s TC Sister Hancock updated the committee on this situation and would gather more information to allow the committee to review the situation to see if our intervention is warranted |

Preferred Status Directive The Technical officer identified his belief that the preferred status directive was not being respected by the employer and felt the committee should follow up with the regions to identify how the directive was being used in the workplace. |
