RECORD OF DISCUSSION OF THE UNION OF TAXATION EMPLOYEES
WORKFORCE ADJUSTMENT COMMITTEE
MEETING OF FEBRUARY 17, 18, 19 & 20, 2002

AGENDA:

Collective Bargaining and the Workforce Adjustment (WFA) Appendix - review changes.
Current PSSRB Section 99 referral – E File Coordinators - update current status
Review affected letters sent to members, prepare submission, to employer, for changes.
Review Agency Draft of the Revised Directive on Preferred Status, prepare submission, to employer, for changes.
Review the Administrative Reform and Renewal (ARR) Action Plan in regards to potential areas affected in the procurement section and the warehouses.
Review the new Compensation Service Model in regards to potential effects in pay and benefits.

ISSUE	ACTION
Brother Stein welcomed everyone and spoke about the reasons for the Committee meeting and the work ahead of the Committee.	None
Brother Stein advised the Committee of the changes of the Workforce Adjustment Appendix as a result of this round of collective bargaining.	None
Brother Stein advised the Committee that the PSSRB Section 99 referral on WFA for the E File Coordinators had been scheduled to be heard February 19 and 20, 2002. The hearing was postponed as a result of a request from the employer. It should be re-scheduled once we have received the decision of our Section 99 referral on WFA for the T-3 situation. The Committee reviewed the affected letter that had been given to our members who work in the Technology Operations Division of the Information Technology Branch. The Committee made changes to the affected letter to reflect our beliefs as to what members should be receiving. A cover letter to the Agency was also prepared to which our suggested changes will be attached.	Brother Mulvihill
The Committee reviewed the Proposed Revised Directive on Preferred Status. The Committee then identified some changes that we should suggest to the employer. A letter to be sent to the employer was prepared including all of the suggested changes.	Brother Mulvihill
The Committee reviewed the Agency ARR Action Plan, specifically the proposals that related to the procurement section and the warehouses. Many concerns were identified but it was clear the Committee needed to get information from our Locals. That being said, a questionnaire was prepared with a cover letter to Local Presidents. Will be sent out in next week’s mailing.	Brother Mulvihill
The Committee reviewed the new Compensation Service Model Study. Many concerns were identified but it was clear that the Committee required information from the Locals. The Committee decided to combine the information requested for pay and benefits with the information requested for the procurement section and the warehouses and amended the cover letter to the Local Presidents. The Committee also discussed the issue of unreported WFA situations not only by the employer but also by our Locals. The Committee felt that it would be beneficial to request some time at the next Presidents’ Conference to motivate the members to be vigilant in WFA situations.	Brother Stein
