Technological Change Committee

The National Technological Change Committee met with the Canada Revenue Agency May 7, 2009 at Ottawa, Ontario.
The Chair of the Committee, Sister Pamela Abbott, reminded management that the minutes are to be completed and provided to the UTE National Office within sixty (60) days, as stated in the Terms of Reference of the National Union-Management Committee.
The written updates will follow once the completed minutes are posted.
The Committee has requested once again that when the employer references FTEs, the number of members affected be provided if available.
CSR is focused on modernizing management information systems that will improve the delivery and use of information. This will lead to enhanced risk management, workload development, file selection, and develop the structure and systems that have the capacity necessary to manage workload on a highly integrated and organized basis.
This option will restore the audit programme.
The programme will be released in three (3) parts. The first part will focus on SMID-T1 office audit. This release will deal with research, risk analysis and workload selection under work management. CSR will give us better ability to follow workload, manage inventory and ability to monitor workflow and screen for new work. Also, audit and investigative tools for the auditor have been enhanced under taxpayer view of T1 working papers and letter templates. This release should be completed by June, 2010. The Committee will be briefed at each of our meetings as the subsequent parts are released.
Management briefed the Committee on the Tax-Free Savings Account Programme. The Committee was advised that there will be a unit responsible for monitoring the programme for items such as deposits and unauthorized withdrawals. The TFSA will create positions within the Agency. The Committee will be provided updated information at our fall meeting.
The previous system utilized by HRSDC collection officers is archaic. The Agency has developed a new platform that offers better operation and the same functionality for the collection officers. The letters sent from the system will be updated and modified templates for student loan accounts will be created. No impact on staffing is predicted.
