REPORT OF THE STAFFING COMMITTEE
JUNE 2005

The committee last met April 18-20, 2005. The committee minutes were distributed to Council and Locals during the Convention Committees.

ACS-SP

The Agency announced it was moving ahead with ACS-SP classification standard. Since the announcement we have not met with the employer. However, the Agency is providing an update at the NUMC. Sister Cassidy and I are attending a meeting with the Agency on June 10th, 2005.

Competencies (Observe and Attest)

The CRA has appointed a Competency Based Human Resources Management Advisory Committee (CBHRMAC) to oversee the competency based staffing regime, amongst other things.

The new focus of the CBHRMAC is the Agency’s new Observe and Attest Initiative which is aimed at allowing managers and Team Leaders to observe employees’ performance and attesting that employees either meet or do not meet the threshold levels for Client Services Orientation (CSO), Effective Interactive Communication (EIC) and Teamwork and Cooperation (T&C). The Agency expects that most employees will be able to meet the levels required for their jobs. For those employees found not to demonstrate the required levels, the necessary support will be provided to assist them in their development. Members of the MG Group will be required to meet the threshold levels for Conflict Management, Team Leadership and Developing Others before they are trained and authorized to Observe and Attest the aforementioned (CSO, EIR, T&C) competencies for their employees. Those members of the MG Group who do not meet the threshold levels and are therefore not authorized to Observe and Attest will be assisted in their development.

Based on the information provided at our last meeting, training for managers and Team Leaders will commence in the fall of 2006. The employer has invited the union to attend the first pilot “Manager Training Session – Observe and Attest” June 21-22,2005. I will be attending on behalf of UTE.

Specified Period Employees

As noted in the committee minutes, Brother O’Brien, Sister Bannon, and I attended a meeting on April 19th to discuss the “Management Commitment Concerning Term Employees”.(see April 18-20 committee minutes for details). During the Convention Committees, I distributed to each RVP (to the Alternate RVP Rocky Mountains) their regional breakdown of the number terms over three years were in each of there offices as of Sept 2004 as per the “official list of 1086” for the purpose of the Term Commitment. I asked each RVP to speak with their locals to confirm the accuracy of the employers list. To date, only Sister Gee, Sister Cassidy and Brother Stein have confirmed the accuracy of their regional numbers. The employer has agreed to provide an updated list every 90 days as to their progress on the Term Commitment. As of April 19th, 90 term employees from the official list have been made indeterminate or have been successful in a indeterminate selection process.

I would also like to thank, Sister Cassidy, Brother Bertrand, Brother Khayat, Brother Aylward, Brother Stein, Sister Gee and Brother Dupuis for responding to my request for information on the staffing levels in the Appeals Divisions with their regions. This information was extremely helpful.
