REPORT OF THE STAFFING COMMITTEE
DECEMBER 2005

Linda Cassidy  Item 11(a)

Our committee is scheduled to meet Jan 9-13th, 2006.  We have not met since April 2005.

Some of the items we will be discussing are:

ACS
Work Description Review
F & A Work Descriptions
Specified Period Employees
Agency Staffing and Recourse
PQP’s and changes to the process
Quotas
Performance Management System
Access to Personnel Files
FI Education Standard
Revenue Collections Integrated Enforcement Teams
Observe and Attest
Updates of recent meetings.

I attended a meeting of the CBHRMAC (Competency Based Human Resource Management Advisory Committee) along with Sister Bannon at which the employer wished to discuss potential changes to the PQP Process, a copy of the related document was sent to council by Sister Bannon outlining these changes. We were able to provide feedback to the employer and are awaiting their decision on our recommendations.

On Nov 16th, Brother O’Brien and myself attended a meeting of the Term Committee.  The employer was providing an update of the recommendations and Brother O’Brien and myself advised the employer that we did not feel it was necessary to continue with these meetings as long as the employer continued to disregard our comments.  The employer has contacted us for a subsequent meeting to be held Jan 9th.  We are still awaiting the new list of term over three years from the employer.  Brother O’Brien is following up on that.

The Staffing Committee with the exception of Sister Abbott (Due to conflict in schedules) was able to attend ACS evaluation training in November.  An update on the meetings regarding ACS are attached in the sub committee report.

I am currently trying to get meetings arranged with the employer on the changes to Revenue Collections and Compliance.  At the time of writing this report the compliance meeting will most likely be held in early January and I hope to report on the Revenue Collections meetings verbally at council.

Finally, the committee will be continuing to continue the work on the Performance Management System and the changes being implemented by the employer.  Our position is very clear any evaluation on a form other that that prescribed by the employer and following along with Article 58 of the Collective Agreement should be grieved.
