REPORT OF THE STAFFING COMMITTEE
MARCH 2003

Kent MacDonald Item 11(a)

The committee met January 18-20, 2003 in Ottawa with all committee members in attendance.

The minutes of the meeting have been distributed.

With respect to the ASC-MG Standard, the PSAC on December 9, 2002 filed a complaint with the Canadian Human Rights Commission alleging that the ASC-MG Standard is discriminatory and in contravention of section 7, 10 and 11 of the CHRA.

The CCRA is moving forward with the establishment of the ACS-SP Standard. A working group has been established with Sister Linda Cassidy and myself as the UTE representatives. Sister Cassidy will report on the activities of the working group as supplemental report to the Staffing Committees quarterly report to council.

On January 20, 2003 the committee met with representatives form the CCRA to discuss the following items:

1) Performance Management
2) Developmental Programs
3) CS Educational Standard.

On the issue of Performance Management and Performance Reviews we advanced the position that with the new wording in Article 58 of our Collective Agreement, the employer’s policy is in contravention of the agreement. Article 58.01 (a) states “a formal assessment and/or appraisal of an employee’s performance means any written assessment and/or appraisal by any supervisor of how well the employee has performed the employee’s assigned tasks during a specified period in the past;”

The employer’s policy states “Written performance assessments will:

  • assess and confirm the level of performance based on goals, objectives and expectations;
  • identify required learning activities; and
  • include a discussion on career interests, as appropriate.”

So based on this information, we informed the employer that we were taking a very narrow meaning of “assigned tasks” and any performance review with a scope greater than that would be met with opposition.

The committee reviewed a number of Leadership Development Programs at our September 7-8, 2002 meeting and developed a list of common concerns. We provided this list to the employer and asked that they work to establish guidelines that should be followed across the country inorder to standardize these types of programs.

Lastly, the committee explained to the employer how the CS Educational Standard is adversely affecting the career aspirations of our members and that we would like the employer to rescind its current position.

On all of these issues the employer listened to our concerns and stated they would get back to us in the near future.
