(1) Staff appointments shall be made
pursuant to a selection process based on merit.
(2) Staff, as required, shall be appointed
by the Executive Committee, subject to any limitation that may be imposed
by the Convention or by the Executive Council.
(3) Terms and Conditions of Employment,
including salaries for the Executive Assistant and Administrative Assistant,
shall be established by the Executive Committee, subject to any limitations
that may be imposed by the Convention or by the Executive Council.
